127 Sir Joseph Walton, To ask the Secretary of State for Foreign Affairs, if he will say why German mercantile houses in Hong Kong have been treated by His Majesty'a Government, not as if they were enemies, but as if they were friends to be quietly protected as far as possible against the logical conse- quences of the war; and whether they have been allowed to make arranges ments to carry on business through Chinese or other friends so that after the. war they may resume mercantile and other activities with as little loss and disturbance as possible in competition with British traders. [Tuesday 1 December.]
